- A Case for Change Welcome to our website Learn more about what we do A Case for Change In 2017, the North Carolina General Assembly passed Rylan’s Law (Family-Child Protection and Accountability Act SL-2017-41) aimed at improving practice in North Carolina and more importantly improving safety, permanency and well-being outcomes for North Carolina children and their families. As required by Rylan’s Law, one of the recommendations was to adopt a statewide practice model or framework that is safety focused, trauma informed, family centered, and culturally competent. Adopting a statewide practice model is something the leaders around North Carolina believe is paramount to transforming the child welfare system and improving outcomes for children and their families. A statewide child welfare practice model will help assure that child welfare services are provided consistently and improve outcomes for children and families across the 100 counties in North Carolina. North Carolina has elected to develop their own practice model to ensure it is tailored to North Carolina’s core values of safety focused, trauma informed, family centered and culturally competent. North Carolina’s practice model includes two primary components: Practice Standards that workers, supervisors and leaders will follow from the beginning to the end of child welfare services are the foundation of the practice model, and Safety Organized Practice includes specific tools for working with children and families to achieve safety, permanency, and well-being. The practice standards are described in observable, behaviorally specific terms how workers will conduct the essential functions of child welfare (Communicating, Engaging, Assessing, Planning, and Implementing) and how supervisors and leaders will support them. They will provide the basis for teaching these core skills to the workforce that are critical to working with children and families and to successfully using Safety Organized Practice. What are the Practice Standards? Practice Standards are behaviors that leaders, supervisors, and workers demonstrate in working with the agency, staff, and families. Practice Standards describe: – how workers should interact with children, youth, and families from the beginning to the end of child welfare services – how supervisors and leaders should support workers and help them be successful Practice Standards make a practice model teachable and observable.
